Orphan and Biathlete on the right track?

       -Skidozer-track setting for the Orphans’ TrailAt its extraordinary meeting of September 24, the Municipal Council has "authorized the Director of the Fire Security Service to proceed with the purchase of the groomer and cross-country skiing track setter, which will be used for maintenance of the network of trails of Orphans and other trails of the municipality." The authorized total expenditure is of US $6,395, plus applicable taxes.
        -Biathlon Centre: feasibility study?It was proposed by Councillor Philippe Alary and adopted by the Council to authorize: "presentation, through Loisirs Laurentides, of an application for grant of $20,000 to the Fund for regional development (FDR) of the CRÉ-Laurentides for the elaboration of a feasibility study on the realization of its Multifunctional regional Centre which is to include, among others, a centre of training for biathlon and the multi-use trails on municipal land adjacent to the grounds of the Town Hall. ''
But, with the abolition of the CRÉs, where will land the application? The coming municipal meeting or the presentation of the budget, on December 15, should let us know more about these two projects.

Automated Barrier and Corridor

November 29, 2014

1.                Automated barrier at Lake St. François-Xavier
Following the call for submissions sent to three companies, the installation of the barrier on the Aerobic Corridor was attributed to Barrières Prestige, for an amount of $20 037,00 (excluding taxes).
Councillor André Genest, Mayor of the municipality of Wentworth-Nord, stressed that it would be appropriate to notify as soon as possible the adjacent landowners of the actual installation of such barrier.

2.                “Permissions to occupy” the land for the owners who access it via the Aerobic Corridor: meeting with Mr. P. Lalonde, MTQ.
"In this regard, Me Yvan Genest, director general of the MRC des Pays-d'en-Haut recalls the discussions he had with Mr. Pierre Lalonde concerning permission to occupy in the former right-of-way of the C.N. ..." He pointed out that the MTQ will never want to grant them a permanent right of way. The MTQ, he adds, would prefer renewable annual occupancy permission. Councillor André Genest, "is of the opinion that one should get a letter from the MTQ confirming the position of the Ministry.
A request is then made to the Ministère des Transports du Québec (MTQ), with the expected that:
a)                As agreed to with the Department, the MRC, in collaboration with the municipality, "has recently begun the installation of two (2) fixed fences and a mechanical barrier (Chemin Newaygo / Chemin-de-Fer). 
b)               The municipality is committed to no longer issue permits for new construction in the right-of-way of the Aerobic Corridor.
c)               The MRC and the Municipality would like to have written confirmation of the rules “applicable in case of the destruction by fire of the current residences and/or resale of these same residences in respect of the issuance of passages and/or permissions of occupancy rights enjoyed by the current residents of this area”.

The prefect, Mr. Charles Garnier, reported the response of the Mayor of the Municipality of Wentworth-Nord to the summons received on the part of the president of the Association of Lake Saint-François-Xavier, Mr. David Clark, requiring that the MRC take "measures to address the threat of invasive plants in our lakes. Mr. André Genest stated, among others, that his municipality had affixed posters.
Mr. Garnier is being of the opinion that coercive means should be imposed to address the problem; the minutes did not specify if he was referring to the washing of boats. Councillor Genest, explains that it is unthinkable to hire an inspector to check boat washing, having regard to the number of lakes in the municipality.
The Mayor of St. Adolphe-d’Howard, Mrs. Lisette Lapointe, "indicates that for Saint-Joseph and Saint-Denis lakes located in the municipality boats washing is mandatory, but that the policy is unfortunately not respected. Mrs. Lapointe wondered about the possibility of developing a regulation by forming a Committee on the Lakes strongly weakened not only by algae that can be transported, but also by the practice of the Wake-boarding destroying banks of lakes". Councillor David Estall of Lac-des-Seize-Îles adds by explaining "that washing ramp is installed at the wharf, but that a small number of boaters use it." According to the head of the environment, Mr. Joel Badertscher, the danger would come mainly from the propellers of boats that could retain algae, and so "that kayaks or canoes are not subject to boat washing".

Regional development assigned to the MRC
As part of budget cuts aimed at the achievement of a balanced budget, the Government of Quebec announced on November 5, the contents of a Transitional fiscal pact with the municipalities. This Pact provides for cuts of $300 M to the funding of the latter. The abolition of the Conférences régionales des Élus (CRÉ), agencies that included prefects, mayors and representatives of various circles in each of the regions of Quebec and that ensured regional policy dialogue, but at great expense, are also part of the transitional Pact. Their role will be entrusted to the Tables of the prefects, smaller and already existing entities in several MRCs.
The Centres locaux de développement (CLD) will also disappear, while a part of their provincial operational grant will be entrusted directly to the MRC, as well. The Journal des Pays-d’en-Haut/La Vallée reports that the mayors of the Pays-d'en-Haut would have chosen to keep it a simple Advisory Committee for the MRC, while to balance the 2015 budget, the tourist information office of Sainte-Adèle, managed by the CLD, shall close, after the one in Piedmont.
The Minister of Municipal Affairs and Occupation of the territory, Pierre Moreau, as well as the Prime Minister, see in these changes one more decentralization of powers to the benefit of the MRCs. Some government grants administered by CRÉs or the CLDs will be directly transferred to the MRCs. 2015 will be a transition year pending the signing, for 2016, of a long-lasting fiscal pact. Many denunciations have come from the municipal level as from the opposition parties at the announcement of these measures, while also some voices recognized the validity of the effort of consolidation of public finances.
Comparing the operation to that we have lived through, there is a risk of losing the benefits of now condemned laboriously acquired structures, for the benefit of a balanced budget, which seems the most to be feared. Haven’t lake preservation associations and the lakes themselves suffered terribly from the disappearance of the Lakes Program, abolished in 1991 by Minister Pierre Paradis, and of the Federation of associations for the protection of the environment of lakes (FAPEL), its partner? 
Since the CRÉ is involved in the allocation of government subsidies to the Conseil régional de l'environnement (CRE), which we are members, we should watch what will happen to such grants. But what we must fear above all is what is to come from the Ministry of Développement durable, Environnement and Lutte contre les changements climatiques, concerning non-profit organizations under their jurisdiction that are the CRE and ABRINORD. The Executive Director of CRE Laurentides, Ms. Anne Léger, encourages us to keep our membership, because the support of the lake associations of the Region will help to influence the perception of the Government on the relevance of the actions of the organization she heads.

Hill 70: From Lens to St-Sauveur

Skiers know or have all heard of Mont St. Sauveur; but which know the origin of the names of its hills, from 68 to 72? Since almost the beginning of the century, there was the Big Hill, at Mont St. Sauveur. It is this slope which was renamed Hill 70, in 1934, in honor of the great victory of the Canadian Army Corps, at Lens, in the West of the Franco-Belgian border, at the war of 14-18. Other numbers were therefore selected on the basis of their location on each side of Hill 70. The latter would become "one of the hottest American Eastern ski slopes"*, after the American Fred Pabst will have install the first ski lift. 
Retired colonel, Marcel Belleau, fit this relation in the choice of the theme of his lecture before the Société d’histoire et de généalogie des Pays-d’en-Haut, in Saint-Sauveur, on November 8th, 2014. The topic of his presentation was however, more generally, the commemoration of the First Great War; but through the path of General Sir Arthur William Currie, since the latter was the architect of this victory. At a point of its presentation, he explained us briefly the course of this battle.
Born in Ontario, Arthur Currie was enrolled in 1897 as a gunner in the 5th Regiment Garrison Artillery. He made a rapid ascent to the head, as a Lieutenant Colonel. In 1914, he took command of the 50th Regiment (infantry). One of his subordinates was the son of the Minister of Militia and Defence, Samuel Hugues; this was soon going to propel his military career.
When Germany invaded Belgium, the United Kingdom declared war to the attacker. Non-autonomous in its foreign policy, Canada was automatically at war, as other Dominions of the British Empire. Soon, Sam Hughes gave Currie command of a brigade that would soon cross the Atlantic. At Valcartier, he then took command of the 2nd Brigade (infantry) and had it reach England in October 2014, where it had to perfect its training.  The (British) General "Alderson, said that among his brigadiers, Currie was the best." In February, 1915, reported Colonel Belleau, the latter led his 4,000 men in France, in the Canadian division.
There was the battle of Ypres, where, still under British direction, Currie’s brigade fought bravely, while undergoing chlorine attacks then initiated by the Germans. When the brigade was relieved, it had 1,800 dead or injured. The effectives of the brigades were replenished and other battles would follow; in September 1916, it was the Somme. Currie was not lacking imagination and military strategy. At Vimy, in February 1917, under the command of General Byng, a British, Canadians took the Vimy Ridge and built boys 'a reputation of shock troops'. Currie was renowned for his action there. When Byng was promoted elsewhere, the Government of Canada demanded that a Canadian take command of its army corps; it was then entrusted to Currie.
Then came in the order to give a frontal assault on the town of Lens; a manoeuvre which could prove to be very difficult and costly in human lives. After review of the situation, Currie suggested to his superiors to take Hill 70 which overhung the town in ruins. "After preparations, the Canadian assault on August 15, 1917, worked as Currie had anticipated it. The enemy counterattacked 21 times in four days but never retook the hill and left thousands of dead and dying men on its slopes. ... The battle of Hill 70 was a landslide victory for the Canadians. It was the first time that the Canadian Corps fought under the orders of one of their own." The war had not ended and Canadians would still distinguish themselves at Passchendaele, Amiens, Arras, Cambray and Mons.
"After leaving the army, (general Currie) became Vice-Chancellor and principal of McGill University, in May 1920." He held this position, where he was much appreciated, until his death in 1933. … He is buried in the Mount Royal Cemetery where a Cross of Sacrifice adorns his tomb." There's also a Currie traffic circle around such cross, at the Last Post Fund National Field of Honour, a military cemetery of Pointe-Claire. Colonel Belleau is a member of this Fund.

Bike paths endangered

Will the grant from Québec to the maintenance of the trails, including the Aerobic Corridor, be cut? Rumors from Quebec in this regard are worrying. The Journal des Pays-d'en-Haut/La Vallée is talking only about the linear park ' P'tit Train du Nord. According to the newspaper, the prefect, Mr. Charles Garnier, was shocked; he was expecting cuts concerning the CLD, but not this new threat.

The intelligent barrier takes up its quarters at Newaygo…

October 29, 2014
Raymond Noël lets us know that work for the barrier has started at Newaygo. Cables have been embedded in the roadway. One will be able to open this barrier by using a chip card or by remote control with a code; it will be located at the intersection of Newaygo Road - rue du Chemin-de-fer. Only authorized residents will then have access to rue du Chemin-de-fer. However, the barrier should not be in operation immediately. A meeting called by the municipal authorities with the concerned citizens is first scheduled.

The sand trap is on its way

October 29, 2014
Jean Pierre Corbeil is sending us a notice of the Ministry of Transport which has just been delivered in mail boxes of Montfort - Newaygo. It announces the beginning of work to collect sediment at the foot of the great hill of rue Principale. The establishment of a sediment basin will be the first phase of the project; in this regard, the notice mentions the date of November 3. The Montfort bridge will be closed for two consecutive weeks from the beginning of this phase.

Report on the meeting of the Lake Associations

Held in Laurel, Oct. 18. 2014
The Director of the Service of the Environment, Ms. Raphaëlle Robitaille, first presented the table of the achievements of the inspection of sanitary facilities and riverbanks’ 2014 program. Depending on staff resources, some lakes were therefore the subject of the attention of the programme during the year and the situation is improving on both issues. However, given the large number of inhabited lakes in the municipality, the work still to be done remains a big challenge. At Lake Saint-François-Xavier, the steps leading to updating the deficient sanitary installations to standards run their course. According to the Director, this municipal intervention program, which seems to make consensus within the Lake associations, brings so two leading measures in the protection of Lakes.
As desired, a good part of the meeting would however be left to exchanges between the spokespersons of the lakes’ associations or with the Director of the environment services. Residents of the Petit Lac Noir were in the formation of their association and had basic questions on the approach to be adopted for veterans more familiar with such issues. How should they build-up and should some charter be forged? How to handle possible conflicts between residents advocating such and such control over activity and those who opposed it?
The implementation of the protocols of the RSVL, especially the one monitoring the quality of water with the observation on transparency and sampling to analyze its chemical components, was followed by most Associations. There were also discussions on the analysis of water for its drinkability and value of this measure to characterize a lake. A delegate explained how they had encouraged residents to take samples of water in front of their property, all at the same time. Such a coordinated operation provides valuable information on the quality of water of the lake and its possible evolution. That was precisely what had proposed the head of our portfolio on Lake Health, John Wilson, to your Executive for Lake Saint-François-Xavier this season. However, the idea came after the Municipality’s Green Day, where you could have had your sample tested. It had therefore been considered preferable to postpone to next year, making sure to choose the right time to proceed.
The threat of invasive species, which had already materialized in several lakes, justified a few interventions. Given the presence of the Aerobic Corridor along Lake Saint-François-Xavier and the noticed increase in its frequentation by canoes and kayaks, someone recognized the exceptional situation which was consequently faced here. There was also some discussion on fish restocking of a lake. 
At Lake Notre-Dame, the question of access to the Lake was also among the hot issues. The water basin appeared already weakened by being shallow and by a history similar to ours, with the lumber once carried on the Lake and other adverse actions. The idea of encouraging homeowners to add a clause prohibiting the right of passage to the notarial contract which should eventually ratify the sale of their property had done his way. Their intention could be indicated on a standard sign made for this purpose and prominently posted on their land. Indeed, granted right-of-way by a lakeside owner to a second rank of lots or more, may increase the number of users of the Lake, or even permit the development of commercial enterprises interested to benefit from access to the lake to attract a tourist clientele or boost sales of their lots. There was a series of public access thought by the first owner of the lots, but there was actually no facility for the launching of boats, we understand.
The issue of measures of control on the Lakes for motor crafts and tensions that it could create between residents, would arouse great interest among those who have to deal with such a presence in their environment. One had to imagine that the rallying of all on a consensus in this respect seemed an impossible dream.
The representative of the Lake Louisa Property Owners Association, strong of its 180 members, made us aware of a few experiences and observations with the administration of the two municipalities that share this land, Wentworth covering the majority of the Lake. The owners under the jurisdiction of this last municipality appeared to have applied all main rules and recommendations for the preservation of the environment, while those of Wentworth-Nord were less keen on their application.
Our delegation of course discussed the problem of sedimentation, with the marking big hill case in Montfort. More generally, it seemed to us that this issue was not given enough attention. But, said one of the participants, was it not first to the Transport Services of the municipality to run all the work in the largest respect of environmental standards and to take immediate care where needed?
When the representative of the Association des résident(e)s du lac Spectacles, to the West of the Municipality, presented a small welcome binder, of $20, which is distributed in the establishments renting rooms or offering other kind of accommodation, all would have a look at it with delight and dreamed to be able to produce the same.
Various interventions of the same brought much interest among participants; but I could not remember more than those mentioned here. It was now time to express what the Associations expected of the municipality.
We indicated to the Director that our Associations did not have all resources needed to really track all that was vital to lake health. The Municipality’s support seemed indispensable to the implementation of various measures, contained among others in the "Kit of the Lakes". How could she also put into practice the collaboration between the Associations of Lake which was, from the outset, one of the goals at the source of these meetings? The idea of a forum on the website of the municipality, open to Lake Associations, was presented as already an initiative in this way. But the mechanism that could actually trigger a greater exchange and practical cooperation between the various associations of Lake of the municipality remained to be identified.

Cuts by the Government in the regional structure of intervention

The liberal Government should announce a rationalisation in the structure of intervention in regional development. What is seen in the health sector could give an idea of what is coming. The Government would see an overlap of responsibilities, intervention and public spending in this structure that would have taken too much overweight. More than $50 million could be thus spared, in account of Quebec expectations.
Amongst the MRC, CLD, CRE, CRÉ or another, it is the latter, the Conference Régionale des Élus, composed of the prefects and mayors of a region, which is the most endangered. Criticized in 2011 by the Auditor General for the presentation of its accounts, the body created under the Charest’s government could disappear, while budgets that it manages would be reallocated.
While focusing on their role, the spokesman of the CRÉs’ network and president of the CRÉ of the Abitibi-Témiscamingue region, Mr. Jean-Maurice Matte, complains about the attitude of the Minister of Municipal Affairs and the Occupation of the Territory, Pierre Moreau, and about the fact that the most concerned party has not been consulted in the streamlining project. He also stresses that the figures used by the Government to acknowledge the cost of this network are erroneous.
On June 5, the MRC had already seen the announcement of a reduction of 10% of its subsidy allocated for the financing of the operation of the CLD (Centre local de développement les Pays-d'en-Haut). Then, the Council of mayors had immediately adopted a resolution denouncing the measure. The other organisations involved must also expect cuts in their operating budgets. As in the health sector, the war is already going on between the central power in Quebec City and regional policymakers.                                                                                          C. Mapping of wetlands 

A project of detailed mapping of wetlands in 32 municipalities included in the territory covered by Abrinord, our watershed agency, receives a grant of $ 20,000 from the Conférence régionale des élus (CRÉ). Ducks Unlimited Canada and Abrinord have already begun this project which will ensure a much more accurate coverage of these wetlands. 
By their power of filtration, purification and regulation of the flow of water in their catchment areas among others, swamps, marshes, bogs and their derivatives play an important role in the protection of the environment of our lakes. This is not to mention the biodiversity of fauna and flora that they protect.
This cartographic coverage, obtained by the interpretation of aerial photography, aims "to identify, classify and document the composition of more than 0.5 hectare of wetland." It will allow the classification of these lands and other land-use planning measures which should include the protection of wetlands. 
On 18 September, is at nearly $ 225,000 that amounted the financial contribution of the sixteen partners involved in the signing of a watershed contract with Abrinord.

Meeting Municipality - Lake Associations  

Saturday, October 18, the second meeting scheduled for this year will take place between the Municipality of Wentworth-Nord and Lake Associations. Madam Raphaëlle Robitaille, Director of the Department of the environment, will receive delegates from associations in the Leisure Pavilion, next to the Town Hall. The agenda of this meeting is already known; among others, a review of current municipal programmes concerning Lakes’ environments.
Such meetings are significant. A Lake association is an autonomous organization whose concerns are more often similar to those of its neighbours. Ours is looking at an isolated lake, at the head of its watershed. Its neighbours have an eye on lakes located in another watershed (Notre-Dame and Saint-Victor Lakes) or in another municipality (Deer Lake). 
Here and there associations of neighbouring and related lakes collaborate and pool some of their resources. This allows them to consider obtaining or ordering studies, sometimes expensive, and this adds more weight in their demands to the authorities. Meetings organized by the Department of the environment of the Municipality become privileged opportunities to exchange with this service and with colleagues from other associations. Le Fonds fédéral de la taxe sur l'essence offre un financement à long terme, stable et prévisible afin d'aider les municipalités canadiennes à bâtir et à revitaliser leur infrastructure locale tout en créant des emplois et en favorisant la prospérité à long terme. Dans un premier temps, ce fonds a été prolongé et son allocation a été doublée, passant de un à deux milliards par année. Par la suite, il a été indexé à raison de 2 % par année et il a été désigné comme une source permanente de financement fédéral pour les infrastructures des municipalités par une mesure législative.»

Trésor vs Bulletin

Après en avoir discuté entre elles, Edna Schell et Shelagh Jane Woods, les deux membres de votre exécutif, ont échangé leurs portefeuilles. En fait, Edna gardera ainsi la trésorerie tandis que Shelagh Jane prendra en charge la préparation du Bulletin.
La publication du bulletin de l'Association est une réalisation hautement remarquable qui nécessite beaucoup de travail. Actuellement, cette tâche est principalement accomplie par les membres de votre exécutif, tandis que Karen Schell s'occupe de l'édition.
Comme il s'agit avant tout de publier des articles pertinents et d'intérêt pour les membres, votre participation à ce chapitre serait des plus justifiées et appréciées. Dans votre sphère d'activité ou de loisir, comme au cours de votre présence au lac, vous avez pu développer des connaissances scientifiques, communes ou historiques dont vous pourriez tous nous faire profiter; dépêchez-vous de nous en rédiger un article pour notre édition d'automne.
Il est aussi sérieusement question de produire une version électronique du Bulletin que vous recevriez donc parmi vos courriels. En proportion des modestes revenus de l'Association, une grande économie pourrait résulter du remplacement de la formule papier par un exemplaire virtuel qui ne coûterait rien à envoyer. Un certain nombre de copies papier seraient toujours disponibles.
Shelagh Jane compte pouvoir publier le Bulletin pour le 15 novembre et le 1er mai.

Revue de la Charte de l'ALSFX

La charte de votre Association a bien besoin de quelques ajustements, ne serait-ce que pour tenir compte de l'arrivée dans le décor d'Internet et de ses possibilités en termes de réunions ou de votes à distance. Plusieurs questions soulevées en cours d'action ne trouvent également pas de cadre adéquat dans la charte actuelle et il faudrait y remédier.
Notre charte définit en gros les objectifs de notre organisation ainsi que les règles légales à suivre pour ce faire. Elle précise le statut des membres et de l'exécutif, etc.
Shelagh Jane a offert de prendre le mandat de la revoir à l'aide de ce qui se fait dans les autres organisations, en considérant les données actuelles qui concernent l'Association et en y intégrant les propositions à retenir des membres.
Elle compte soumettre un texte à l'attention de tous, pour être à même de produire un document complet qui pourrait être amendé et adopté à la prochaine Assemblée générale annuelle.
Mais pourquoi attendriez-vous pour lui faire part de votre vision des choses? La charte actuelle est disponible sur le site internet de l'Association (Accueil -> L'Association).

Panneaux sur les plantes envahissante

L'installation de deux panneaux de sensibilisation au danger d'introduction de plantes envahissantes dans le lac, l'un près du Pavillon et l'autre aux quais de Newaygo, reflète bien la vigilance que nous devons tous avoir à l'esprit, résidents comme visiteurs, devant une telle menace.

L'Association du lac Saint-François-Xavier se réjouit de la décision de la municipalité de Wentworth-Nord et de la MRC des Pays-d'en-Haut qui portent ainsi une attention toute spéciale au lac Saint-François-Xavier. N'oublions pas que le Corridor aérobique longe ce joyau ainsi que le lac Chevreuil sur toute leur longueur. Protéger le premier, c'est d'ailleurs protéger le second et la rivière à Simon, dans lesquels il se déverse.

Depuis la construction d'un quai public de mise à l'eau de kayaks et de canots près du Pavillon de Montfort, la multiplication de ces embarcations et de leur équipage sur le lac, dont plusieurs échappent à tout contrôle concernant la possibilité de présence à bord d'intruses, était devenue une préoccupation de plus en plus troublante. Votre Association avait en conséquence manifesté ses recommandations aux autorités. Nous savons que la rampe de mise à l'eau de Newaygo comme les quais au Pavillon ne sont pas les seuls points d'entrée d'embarcations; toutefois, ces affiches sauront, espérons-le, attirer l'attention de tous les usagers du lac.

Certaines espèces envahissantes ont ruiné la qualité de vie et la valeur des propriétés dans plusieurs lacs du Québec et de notre région où jadis la baignade faisait le bonheur des riverains. En espérant d'autres mesures de protection ou de contrôle des embarcations provenant d'autres voies d'eau, nous avons tous à ouvrir l'œil et à nous porter garants de l'intégrité du lac dont nous avons la responsabilité.

Recyclage de la matière organique

Devant l'imminence de l'échéance choisie par le gouvernement pour obliger le recyclage des matières organiques, la MRC et la Municipalité devront entreprendre sur leur territoire la mise en place d'un programme et d'un échéancier pour suivre Québec dans cette direction. «L'objectif de recyclage est de 60 % en 2015 et un bannissement à l'élimination est prévu en 2020.» (Recyc-Québec) Mais, l'an prochain, c'est bientôt…

La majeure partie de la matière organique qui entre dans nos foyers mais qui n'est pas consommée, et de même au niveau commercial ou industriel probablement, va à la poubelle : déchets de cuisine, de table, de restaurants, de supermarchés, etc., sans oublier nos propres déchets organiques ou ceux de nos animaux. Cette situation engendrée par la société moderne n'a pas, vous en conviendrez, sa raison d'être. Devant les moyens mis aujourd'hui à notre portée individuelle et qui doivent être rapidement développés à l'échelle de la collectivité, chacun doit se sentir responsable d'amorcer immédiatement le virage vert qui s'impose.

Venant des autorités, ce sont les résidents de Sainte-Adèle qui, les premiers dans la MRC des Pays-d'en-Haut, devraient voir à changer leurs habitudes, et cela dès l'an prochain. La ville devrait appliquer la collecte des matières organiques sur l'ensemble de son territoire, rapporte le Journal des Pays-d'en-Haut/La Vallée. Les autres municipalités de la MRC, sous l'égide de cette dernière, devront rapidement suivre l'exemple adélois. Nos organismes, dont votre Association, auront eux-mêmes à montrer le bon exemple lors de tout événement communautaire à venir.

A visit to Lake Laurel

                                                                                      July 27th, 2014
Saturday evening, a delegation of the Executive of the Lake Saint-François-Xavier Association was visiting Lake Laurel, invited at the last minute by Mr. Ghislain Bouchard, president of the Association Lac Laurel. Mrs. Denise Cloutier, from their Environment Committee, was giving a presentation on invasive plants. The projector that the municipality had lent us for our own Annual general meeting had been requisitioned for the occasion. (They had also a second one, on which the bulb burned out at that occasion.) The evening was going to show us how the officials of this association know demonstrate resourcefulness and vigilance, and how they are attached to that lake.

Lac Laurel, which empties the huge Sixteen Islands Lake and which itself nourishes other lakes, is affected since recent years by the Watermilfoil this invasive plant that has become the terror of our lakes and rivers. The Watermilfoil is already present in Lake des Seize Îles, in the Red River basin, where it is already causing serious problems, says a member of the Association. But the introduction of this plant can also be caused by the launching of a lifeboat from a river infested with a fragment of the plant on board and ready to settle, and then to colonize its new domain.

Its appearance was not immediately perceived by all the local residents, and several could cross the affected areas without knowing. They were thus likely to extract fragments from this plant that clings to the bottom of the Lake and can reach several meters to reach the surface. It grows in serried ranks, as hay, creating real plant forests below the surface of the water.  Once the threat had well been identified, one delineated areas affected by surrounding buoys, while inviting the boat drivers not to penetrate. In a short time, it was necessary to enlarge the perimeter of the area to virtually confine rampant infestation. The Association issued instructions to local residents, describing the plant and to be careful to not disseminate it inadvertently. If we saw, we could try to snatch it and destroy all. But this was not yet the appropriate method.

After authorisation by the Ministry of the Environment, they would try a still-experimental medicine. Divers were tasked to go at the bottom of the Lake, within a small chosen perimeter, to carefully pluck the invader, stem after stem, with the root and without losing pieces. At the same time, on the surface, other volunteers, in their boat and equipped of culled, tried to gather fragments of torn plant which might appear on the surface. Only a section about the size of a ping pong table could be covered in a few hours; a monk's work and an unimaginable one to our eyes, as looking for a needle in a haystack.

The wind could carry out other fragments of the plant to the Sixteen Islands Lake outlet, where they had recently install a boom for capturing boards and other debris from the dozen boathouses swept away by the landslide in this lake in the spring. Those fragments would then be collected and destroyed; everything was good to combat this plant.

Elsewhere, everything was tried to overcome it, with costs sometimes exceeding hundreds of thousands of dollars, and more or less with complete failures. The Watermilfoil settled permanently, even if we have heard reports to the effect that its expansion could be cyclical.
This week, the fight against the plant will continue, while another group, consisting of eight volunteers, enthusiasts of the protocols of the RSVL, tackle the evaluation of the layer of periphyton on the rocks of twelve sites already visited the previous year, as in Lake St. Francois-Xavier. Previously, a first team has already installed small buoys on the selected sites, weighted down by bricks, so the second team does not have to do all this work tracking.

After a first underwater film on aquatic plants of our lakes, loaned to the Association through the goodwill of Prof. Richard Carignan, the long-awaited film, shot in Fraser Lake which is connected to Lake Laurel, would never start. Younger members of the Association, sitting in the foreground and which had not yielded to the massive attack of mosquitoes, soon left the canvas shelters lent by a patron of Lac-des-Seize-Îles, to get somewhat closer to a fireworks show that had just started further on the shore. Our delegation was finally forced back to a somewhat empty-handed return, but with this lesson in tenacity in the face of adversity and despair.

Si vous n'avez pas toute la matinée à y consacrer, venez-y quand même jeter un coup d'œil; consultez l'ordre du jour disponible plus bas.
Comme à l'habitude, la séance sera très chargée et ne laissera guère place à des discussions entre les présentations, sauf lorsque indiqué. Réservez donc vos questions et autres interventions pour la période prévue à cet effet. Vous pouvez toutefois préparer vos questions et même nous les adresser immédiatement pour que nous puissions éventuellement y répondre en cours de présentation.
C'est un rendez-vous important à ne pas manquer.

Les tee-shirts sont arrivés!

Il y en 60, de toutes les tailles; mais plusieurs sont déjà réservés. La version pour femme, avec ses manches plus courtes et cintré à la taille, est en quantité très réduite et ne va pas au-delà de la taille TG. C'est qu'il s'agissait plutôt de tee-shirts pour filles et que nous n'en n'avons pas beaucoup comme membres; même le TG n'est pas très grand. Il faudra leur préférer la version unisexe. Sur la photo ci-jointe, mon tee-shirt, un G, unisexe.
Le superbe logo de l'Association, avec son jaune, son bleu et son vert, beaucoup plus vifs que sur la photo, ressort très bien. Il est cependant très légèrement décentré lorsque imprimé sur le devant des modèles unisexe; mais cela ne se remarque pas lorsqu'on l'a sur soi. Le grossiste m'explique que la précision n'a pas cours dans l'industrie et que tous les tee-shirts sont faits comme ça... On conseille de retourner un tee-shirt avant de le mettre dans la laveuse, pour que l'impression dure aussi longtemps que son support.
Ceux qui voudraient l'avoir avant samedi, le 26, pourraient communiquer maintenant avec moi, au (514) 382-9216 ou, dès jeudi soir, au (450) 226-1294. Ils sauront ainsi quoi porter pour assister à notre Assemblée générale annuelle. La grosse distribution devrait avoir lieu avant le début de l'assemblée et le tee-shirt n'est pas vendu par l'Association; prévoyez donc arriver en avance pour vous procurer le vôtre à notre table. Le Refuge des Orphelins

L'un des points d'intérêt pour les résidents de Montfort, abordé à la session municipale du 14 juillet dernier, tenue au Pavillon, portait sur le Sentier des Orphelins. Sous la rubrique «Urbanisme et zonage, l'item 9.6 traitait de la construction du Refuge. L'emplacement de cette maisonnette destinée, entre autres, à pouvoir héberger quelques personnes pour la nuit, en été comme en hiver, se situe sur le chemin du Belvédère. Un plancher surélevé avait déjà été construit, l'automne dernier, pour recevoir une construction en bois, dotée d'un poêle et autres commodités de base; mais tout était demeuré intouché depuis. Vu le coût prohibitif de cette construction, il lui est maintenant préféré l'installation, sur le plancher existant, d'une «tente de prospecteur» quatre saisons. Peu de détails cependant sur le modèle à choisir; mais le Conseil a accepté d'aller en soumission pour une telle installation.
La période de questions amena une discussion plus fondamentale sur le Sentier des Orphelins. On demandait au maire ce que cette réalisation majeure pouvait bien apporter à l'économie locale. Le maire Genest admit que la fréquentation du Sentier était surtout le fait des résidents locaux, et qu'ils en semblaient très satisfaits. Pour lui, cette voie récréative exceptionnelle ajoutait aussi un atout majeur dans l'attrait déjà suscité par la beauté sauvage de la région du lac Saint-François-Xavier. Il a des indications à l'effet que plus de gens veulent s'établir à proximité d'un tel paradis et les retombées économiques potentielles deviennent dès lors évidentes.

Oui pour le tee-shirt!

Le logo de l'Association est en cours de traitement chez Candy, pour atterrir sur le devant de notre futur tee-shirt. Le produit final nous sera livré avant l'AGA et vous pourrez dès lors vous le procurer.
Il nous reste encore à déterminer la quantité pour chaque taille; selon le sexe aussi, car il y aura la version pour femme, plus délicat, avec manches plus courtes et cintré à la taille (photo approximative ici).
Le prix sera de 15$ pour les membres et de 20$ pour les autres. 5$ de dépôt vous assureront d'avoir celui qui vous plaira. Le souper-partage pourrait être l'occasion de réserver le vôtre, à la taille de votre choix. Mais, pour nous permettre d'évaluer la demande, vous pourriez déjà nous faire part par courriel de celui que vous désirez.

La navette navigue aux 16 Îles!

Rappelons que, le 17 mai dernier, suite à la pétition signée par nombre de citoyens choqués de la position prise par la municipalité de Lac-des-Seize-Îles d'interdire l'amarrage du bateau-ponton au quai pour la nuit, le Conseil municipal a accepté de permettre un vote en faveur du renversement de la décision. M. Hérault, coordonnateur à la Coopérative de Solidarité des 4 Pôles, en charge du projet, était à la séance municipale pour répondre à toute question sur la navette et éventuellement présenter un nouveau dossier au Conseil.

M. Hérault nous rapporte que, suite à cette session et en prévision de celle du mois de juin, le Conseil a présenté une liste de questions supplémentaires à la Coop, concernant les assurances et autre. Les réponses ont été données; tandis que le préfet de la MRC des Pays-d'en-Haut a confirmé son appui au projet et demandé au maire de donner le sien à cette réalisation.

«Le 21 juin, dans la salle comble, la tension était palpable, d'autant que le sujet de la navette ne figurait même pas à l'ordre du jour, et fut ajouté au varia en début de séance.
En fin de séance, un conseiller a donc présenté une résolution, permettant à la navette de stationner au quai municipal. Le vote a débouché sur une égalité 3 à 3, le maire annonçant alors que la proposition était rejetée.
Après que le calme soit revenu, la directrice a alors expliqué qu'en cas d'égalité, le maire n'était pas obligé de voter et qu'en ce cas cela signifiait un rejet.»

«Quoi qu'il en soit, il ne s'agissait que de savoir si nous pouvions amarrer le bateau au quai, pas de nous interdire de naviguer (la municipalité n'a pas ce pouvoir).
La navette est donc entrée officiellement en fonction le 24 juin, et son stationnement pour la nuit se fait tout naturellement au quai de la station du village.

Assemblée générale annuelle

La dernière réunion de votre exécutif a entièrement été consacrée à la préparation de l'Assemblée générale annuelle du 26 juillet prochain; d'autres sessions de travail sont prévues à cet effet. À défaut de la présence réelle d'un membre de l'exécutif, sa participation par vidéo-conférence est maintenant opérationnelle.

En plus de vous informer sur l'évolution de nos dossiers réguliers, il pourrait y avoir place à l'ordre du jour pour des sujets proposés par les membres. Il importe donc que vous nous fassiez immédiatement connaître toute suggestion à ce propos. L'expérience de toutes les assemblées générales antérieures nous incite encore, cependant, à limiter le temps de présentation ou d'intervention sur chaque dossier à l'ordre du jour afin de pouvoir conclure dans le temps alloué.

Nous sommes toujours à l'affût de nouvelles idées ou autre contribution de nos membres. Si vous avez l'âme d'un bâtisseur et êtes désireux de mettre l'épaule à la roue (même si vous vouliez simplement avoir votre mot à dire), faites-nous donc part de vos désirs. La procédure régulière veut qu'une nomination d'un membre à l'exécutif soit présentée à la secrétaire, Colleen Horan, une semaine avant l'Assemblée générale annuelle, et signée par au moins deux membres. Vous êtes priés d'en tenir compte et de vous préparer en conséquence. Il serait bon que vous lisiez le contenu de notre charte, disponible sur notre site internet, à la rubrique Accueil à L'Association, et que vous nous posiez toute question à éclaircir.

Un t-shirt de l'ALSFX?

Vous aimez le logo de l'Association, avec le bleu de son lac, le vert de ses monts et son soleil radieux? N'ornerait-il pas avantageusement votre tee-shirt de cette saison? Eh bien, vous pourrez probablement vous en procurez un à notre Assemblée générale annuelle du 26 juillet prochain, ou même avant, à notre souper communautaire du 12.

Il est encore dans les limbes; mais il pourrait vite prendre forme. Les détails de la transaction posent en effet quelques petites interrogations et le produit final sera une surprise. D'ailleurs, nous sommes preneurs de vos rapides suggestions.

Il ne s'agirait pas vraiment de lancer l'Association en affaires; mais plus simplement d'offrir un objet qui, tout en rappelant notre enjeu, le lac Saint-François-Xavier, puisse susciter un sentiment d'appartenance à notre collectivité. Sur une commande d'une quarantaine d'unités, de diverses tailles, nous imaginons que, au prix de 15$ pour les membres et de 20$ pour ceux qui ne le seront pas encore*, nous couvririons nos coûts. Un succès supplémentaire de distribution pourrait même se solder par quelque contribution à nos activités futures.

An informative Green Day

                More than 30 people are listening and religiously watching the presentations at the library. According to the chosen theme, speakers will teach you more than you could ask. 
                In the film by Alain Belhumeur, " J’ai pour toi un lac", you will recognize the famous Prof. Richard Carignan and his final verdict on the dangers threatening our Lakes... 

I there among other noted that erosion added by humans and increased siltation resulting on the bottom of lakes contribute more to their eutrophication by intake of nutrient matter contained in these sediments. Aquatic plants proliferate. The increase of biodegradable organic matter in deep water and its low-traffic layers stimulates aerobic bacteria which can then deplete oxygen. Therefore, dead organic matter can’t decompose anymore and accumulates.


                Biologist and trapper, Mr. Nicolas Bergeron’s presentation leads me to think that the Charcuterie laurentienne should commercialize beaver meat…

But grouped under the covered play area, stands are also of great interest, nice or bad weather:


                Life jackets: They are required in any boat and for all passengers, rowboats, canoes and pedal boats included. It is in the regulation, according to the representative of the Sûreté du Québec at its stand. However, you are apparently not required to wear it.
                La Charcuterie laurentienne:  Mr. Perrier would have sold the company to Mr. Docmanov. Sausage production is expected to resume in June.
                Fire pumps: You have no road access? The fire truck will not go to your door if a fire strikes... Firefighters will try to come to your rescue by boat, with one or more small fire pumps, we understood. Your cottage is all on fire? Small pumps will probably not do the job. Do you have insurance that will ensure the reconstruction of your house; in other words, does your insurer know well that you have no road?

Should residents have these pumps? At Lake Notre-Dame, some are equipped with this kind of pumps in case of forest fire. The Fire security service of Wentworth-Nord will be able to advise you in the search for the best way to protect yourself. They are ready to give a presentation (at Pavilion de Montfort) and answer your questions if request is made.


                The Chemin de Montfort: According to Councillor André Soucy, St. Adolphe-d’Howard will soon go tender; the reopening of the road, cut off since the mid-April event, is scheduled for June 6.
                The shuttle on the Sixteen Islands Lake: Did I understand correctly that Coop de solidarité des 4 Pôles should decide the resumption of the crossing of the Lake at its first meeting? We know that the new Council of the municipality of Lac-des-Seize-Îles has banned access to the public docks to the shuttle, following a majority of votes by Councillors who would be opposed to this activity.

In addition to its outstanding presentations, the Green Day seems a great opportunity to ask questions to officials of various private or public services, especially those who represent the Municipality, as for its present Councillors. The documentation is abundant and varied. Children are also taken care of. Many visitors take advantage of local food promotional stands to eat, drink or bring home some specialities. For the analysis of your water, Géostar has an international stand. I deduced this after the young lady asked me, three years ago, with what I was paying; "With Canadian money, of course"...

La navette du lac des Seize Îles

La Coop de solidarité des 4 Pôles prépare l'agenda de la présente saison de sa navette. On sait que le nouveau Conseil de la municipalité de Lac-des-Seize-Îles a interdit l'amarrage prolongé du bateau-ponton au quai public, suite à un vote majoritaire de conseillers qui seraient opposés à cette activité. Toute embarcation ayant droit d'être amarré pour un maximum de six heures, nous explique M. Frédéric Hérault, le coordonnateur de la Coop, c'est l'entreposage de l'embarcation pour la nuit qui n'est plus possible. L'abandon de la navette n'aurait jamais été envisagé pour autant.
Samedi, le 17 mai dernier, la pétition signée par nombre de citoyens, choqués de la position prise par la municipalité, a été présentée au Conseil municipal alors en session. M. Hérault était là pour éclaircir toute question sur la navette. La Coop doit d'ailleurs présenter un nouveau dossier au Conseil en début de semaine. Bateaux-dragons, églises, interconnexion

  • Journée des églises ouvertes – le 31 mai 2014. Cette journée d'accueil s'inscrit dans le cadre du projet de la MRC «Nos églises, notre patrimoine», pour lequel un dépliant vient d'être publié. «(Ce) projet pilote de circuit patrimonial est proposé afin de faire ressortir différents éléments de l'histoire de nos communautés fondatrices», peut-on lire sur le site de la MRC des Pays-d'en-Haut.   • Interconnexion Le P'tit Train du Nord/Corridor aérobique : «La MRC des Pays-d'en-Haut présente VÉLOCITÉ, le nouveau trajet cyclable reliant les parcs linéaires Le P'tit Train du Nord et le Corridor aérobique.» Cette réalisation, en deux phases, s'étalera cependant sur la période 2014-15. La trappe à sable s'en vient!

La directrice générale de la Municipalité, Mme Sophie Bélanger, nous a confirmé les propos du maire, à la dernière session municipale, à l'effet que le ministère des Transports du Québec va procéder cette année à l'installation d'un important ouvrage destiné à recueillir le sable et le gravier qui descend la grande côte pour aboutir dans le chenal qui passe sous le pont, à Montfort. Le Ministère irait prochainement en soumissions à cet effet. La directrice générale se réjouit de la conclusion d'un dossier sur lequel elle dit avoir œuvré depuis quelques années. La question du dragage du chenal, plein de ce sable et gravier, demeurerait à l'étude.

Le chemin Thurson à CBC!

Kerianne et John Wilson ont donné une entrevue sur le sujet ce matin, à la radio de CBC. C'est à l'émission matinale de Daybreak, avec Mike Finnerty, qu'a eu lieu l'échange. Le maire Genest a également répondu aux questions de l'animateur, par téléphone.

Le premier point majeur amené par M. Wilson et sa fille, concernait la précocité de la date choisie, aujourd'hui, pour la tenue du registre qui commande la tenue d'un référendum sur le projet de règlement; la plupart des villégiateurs concernés n'ayant pas encore ouvert leur chalet d'été. Le deuxième point portait sur la prétention de la municipalité, abusive à leur avis, à l'effet que le projet de route réponde à l'obligation qu'elle a de permettre l'installation de fosses septiques dans le secteur, pour ceux qui n'en sont pas équipés, et leur vidange.

Le maire Genest a répondu que la réglementation provinciale dictait la démarche municipale et que l'on avait attendu la première longue fin de semaine de la saison (celle dont les villégiateurs profitent souvent pour ouvrir leur chalet). Le journaliste lui faisait remarquer que c'était quand même très tôt pour rejoindre ces gens et qu'une date ultérieure eut peut-être mieux convenu.

Un car de reportage de la télévision de CBC doit se présenter devant le Pavillon de Montfort en matinée et préparer un reportage.

An instructive meeting of the Executive

Your Executive’s meeting, of April 9, focused on access and the protection of the Lake. Mr. Will Dubitsky, who came to prominence in the region and elsewhere in the country for his crusade against wake boats, was invited to a presentation. Louis Quenneville had already approached the spokesman for the Coalition for Responsible and Sustainable Navigation, while Dave Clark subsequently had an interview with him (http://coalitionnavigation.ca/).
In an article in Main Street, Mr. Dubitsky wrote that these «Hummers on our Lakes" have engines which power ranged from 325hp to 550hp. This power allows them to easily carry ballast weighing between 1500lb and 2000lb, used to weigh down the boats and create these huge waves that characterize them. Production of serious turbidity and high waves which reach the shoreline, was he underlining, are most harmful to the quality of the water and cause accelerated shore erosion.
Accompanied by Mr. Daniel Piché, from the Association for the protection of the environment of Lake des sables (APELS), in Ste. Agathe, Mr. Dubitsky detailed us the difficulties in his crusade to the federal authorities to amend the current legislation and ensure better protection of lakes across Canada. Are we not well placed to imagine the magnitude of the task that the Coalition has assigned itself? Only remains to explore suggestions we were proposed to support it.

As an example of what is happening beneath the surface of a beautiful Lake invaded by this type of craft and subject to the other assaults of man against its ecosystem, a video, titled 'Réflexions', describes the situation at lake Sept-Îles, of the Quebec region: Réflexions - Lac Sept-Iles (French).   

At the same meeting, a formula of bilingualism has been tested; each member spoke in his own language (limited to French and English...). Raymond Noel had offered to translate any misunderstood sentences. Even the Coalition was ready to play the game. The experience seems be carrying some solution to this difficult problem.

La navette au lac des Seize Îles

La navette inaugurée l'automne dernier et qui traverse du village, au nord, jusqu'à la partie incluse dans Wentworth-Nord, au sud, navigue-t-elle en eaux troubles? Ce service permet, entre autres, aux cyclistes venus du nord, par le Corridor aérobique, de faire un circuit en passant par une section route/vélo une fois rendus au sud du lac, à Wentworth-Nord, et de retrouver le Corridor aérobique qui croise la Route principale. Mais la traversée est aussi une destination touristique en soi pour tous ceux qui font l'aller-retour; votre serviteur l'a très appréciée dès ses premières rotations de la dernière saison.

La MRC des Pays-d'en-Haut a investi beaucoup d'argent dans ce projet, par l'intermédiaire de son «Fonds de soutien aux territoires en difficulté». Le bateau-ponton qui peut facilement transporter 12 passagers avec leurs vélos, aurait coûté plus de 60 000$. La Coopérative de solidarité des 4 Pôles, celle qui a mis en place ce service, peut compter sur deux capitaines ayant suivi une formation reconnue par Transports Canada, tout en ayant toute la couverture d'assurance requise. Lors de l'inauguration, le préfet, M. Charles Garnier, se réjouissait de l'initiative de la Coopérative, ainsi que de l'appui de la municipalité de Lac-des-Seize-Îles et de sa communauté.

Les choses auraient-elles changé? À sa dernière session, le nouveau Conseil de la minuscule municipalité a refusé l'amarrage du bateau aux quais publics du village. Un villageois nous explique que les villégiateurs sont majoritaires ici. Un grand nombre de ceux qui ont leur propriété autour du grand lac des Seize Îles verraient très mal le passage de la navette devant leur chalet, selon lui, et préféreraient jalousement garder ce trésor tout à eux.

Un groupe s'est donc formé; il fait signer une pétition pour demander à la nouvelle mairesse de faire marche arrière et de donner son accord à la Coopérative pour l'amarrage du bateau aux quais publics. Il est précisé que l'activité de la navette ne coûterait rien aux deux municipalités impliquées, qu'elle aurait des retombées intéressantes pour la fréquentation touristique et donc l'économie de la petite collectivité. Le groupe se cotise aussi pour éventuellement avoir un quai privé où puisse s'amarrer le bateau-ponton. Il nous faudra cependant prendre contact avec la Coopérative afin de savoir ce qu'il adviendra de la traversée pour la saison qui commence.

Ce conflit semblerait aussi mettre au grand jour le fossé qui peut se creuser entre villageois et villégiateurs, dont les intérêts et les perceptions divergent trop souvent. Même conflit potentiel entre les propriétaires en bordure de lac et ceux qui n'y ont pas accès. Des associations de lac; il en faut; peut-être faudrait-il aussi une association qui regroupe tous ceux qui partagent un même territoire…

Ce dossier ne fait cependant pas la manchette au Lac. Un chalet ou bâtiment accessoire a encore son toit hors de l'eau, suite à l'impressionnant glissement de terrain lors du réchauffement soudain survenu plus tôt ce printemps et à l'impressionnante quantité d'eau créée par la fonte de la neige. Il est bien visible du village.

La berge aurait lâché sur quarante pieds de profondeur. Tout est allé dans le lac; ce qui était sur la surface comme ce qui en-dessous probablement, contenu de fosse septique ou autre. Les autorités auraient pourtant été informées antérieurement d'un tel risque représenté par le sol instable de cette zone, ajoute le villageois. Le villageois parle d'un muret en bordure de la rive, peut-être, qui aurait permis une trop forte accumulation d'eau dans ces terrains ainsi «protégés»; il aurait finalement cédé sous la pression du sol anormalement gorgé d'eau.

Des avis sont placardés à la marina, pour signifier aux usagers que des débris flottent et que le glissement de terrain a formé des hauts fonds, créant un danger pour la navigation. Une corvée est prévue pour ce samedi, 10 mai, pour tâcher de retirer le plus de ces débris à demi-submergés possible.

Rencontre des associations de lac

À l'invitation de la Directrice du service de l'environnement de Wentworth-Nord, Mme Raphaëlle Robitaille, plusieurs associations de lac se sont réunies à la bibliothèque municipale de Laurel, le samedi 26 avril 2014, pour une présentation sur divers sujets et des échanges.

Le clou de la présentation était peut-être la présentation du Guide du riverain, une publication qui regroupera plusieurs conseils et réglementations sur la protection de l'environnement. Le tout, après les ajustements promis par Mme Robitaille suite aux observations de l'audience, serait disponible sur le site internet de la municipalité.

La directrice au service de la vie communautaire, des loisirs et de la culture, Mme Danielle Thibault, nous avait auparavant fait part des activités municipales à venir. (Voir l'article qui suit)

Mme Geneviève Gallerand, de l'Organisme des bassins versants des Rivières Rouge, Petite Nation et Saumon (OBV RPNS), nous en a appris énormément sur ce que cet organisme pouvait apporter comme appui aux associations de lac, comme son pendant, Abrinord pour la partie de la municipalité tombant dans le bassin versant de la Rivière du Nord.

Il fut suggéré aux associations de lac de contribuer à une banque de données en faisant parvenir copie de leurs trouvailles et données à la municipalité; certaines associations prêchèrent alors pour un retour d'ascenseur. Les multiples questions qui ont ponctué tout le déroulement de la présentation et éclairé la lanterne des uns et des autres, ont contribué à nous faire désirer qu'une autre réunion soit tenue à l'automne et encore dans les années à venir.

Répertoire historique des sites de ski

Après avoir préparé des éditions numériques de vieilles cartes de sites de ski pour le Musée du ski des Laurentides et pour la Société d'histoire et de généalogie des Pays-d'en-Haut, M. Pierre Dumas vient de publier dans la revue de cette société, La Mémoire*, un répertoire de 144 sites de ski alpin, dont 83 stations, ayant existé au nord de la rivière des Mille-Îles jusqu'à Mont-Laurier. Il en manque probablement d'autres qui n'ont pu être localisés ou identifiés.
Ces sites, parfois bien rudimentaires et dont la plupart ont disparu, puisqu'il n'en resterait guère plus d'une douzaine, sont indiqués sur une carte topographique incluse dans le bulletin. Dans un article accompagnant la carte, l'auteur donne plusieurs détails sur sa démarche et catégorise ses résultats. Chaque site a retrouvé son nom dans le répertoire. Pour la localisation exacte, puisque géo-référencée, de chaque site, il vous faudra visiter le Musée du ski qui en a produit sa propre carte grâce aux données fournies par M. Dumas.
Le répertoire donne trois sites pour la municipalité de Wentworth-Nord, soit le site artisanal d'Élie Constantineau ainsi que celui de l'Orphelinat de Montfort, aussi nommé Old Mount Baldy. Le site d'Ulric Charland est indiqué pour Laurel.
